If I recall correctly, it was said that the DFS was based on conservative commodity prices. PB has stated previously that the market outlook for TiO2 and Vanadium is strong and expects these to be up on DFS prices by the time the project kicks off. A professional company wouldn't base a DFS on astronomical product figures that potential financiers will immediately discount.
