Staff get poached in any industry involving professionals. Does that mean when looking at any company hiring skilled staff we should say "Gee, they can't hold staff"? Of course not. Sure, TNT may have some staff poached, they will poach skilled people from other firms. Welcome to the real world.
The big picture is that this company literally has more than 10 times the number of staff it did two years ago! Obviously, that is the primary reason it is hiring staff. Looking at the last two years, even if 100% of their staff left every year (a ridiculous figure, obviously), the primary reason for them hiring would be filling new positions rather than replacing personnel who were leaving.
When a company literally has more than 10 times more staff than it did two years earlier and is continuing to grow rapidly, and you see them advertising for staff, especially when they're looking for people to fill identical, clearly newly-created roles in different states/territories because they're expanding in those states/territories, it's absurd to say it's indicative of high staff turnover! If anything, a rapidly-expanding company which is establishing itself as the leader in its industry is going to be the attractive option for the best people in the industry.
