Pertamina (I think it's called) is the Indonesian state owned oil company & previously it had been a net exporter. The subsidy to the local market distorted the price/demand dynamic to the point where local consumption outstripped supply.
Personally, I'd like to be able to buy an all electric car with a solar panel "moon roof" that could charge all day while I'm working. The often cited range limit of around 100k would be of little consequence to the average urban commuter - particularly of solar charge stations were integrated into city parking stations.
