A country being a net exporter of oil means nothing unless a country is prepared to subsidies their local market from the world oil price
Woodside or Santos for example are not going to sell oil to the Australian market for less than it can be sold on the world market. Even if the oil companies in a place like Indonesia were state owned and they supplied their local market at a price less than what the oil can be sold on the world market, they are still in effect providing a subsidy.
