If your right eye causes you to sin, tear it out and throw it away. For it is better that you lose one of your members than that your whole body be thrown into hell. And if your right hand causes you to sin, cut it off and throw it away. For it is better that you lose one of your members than that your whole body go into hell. (Matthew 5:27-30 ESV) If this Biblical directive were followed then just about everybody would be walking around with just a left eye. All of us are guilty of looking at something with envy at some stage.
In New Zealand, there is zero tolerance for alcohol in young drivers because even small amounts of alcohol interfere with our judgement. According to the Bible at what stage does impeding our judgment become drunkenness? If you believe that drinking alcohol up to some limit does not impact your judgment, you are a danger to other drivers on the road despite your interpretation of Romans 11:33.
