The problem with this is that the brain generates both unconscious and conscious mind. It is unconscious information processing that feeds conscious activity. Conscious activity is brain activity, it's not autonomous. Feedback comes from fresh information from the senses, updating perception and thought.
The voter was not familiar with the process of cognition....maybe an astrophysicist not familiar with neuroscience.
