That Dec 2024 date is getting closer, and Cinovec's DFS is getting further... CRMA-based legislation and its implementation is laughable, EU is clearly not in a rush and the recent French and German companies setting up fabrication partnerships with Chinese companies to introduce affordable EVs into the EU market demonstrates exactly that.

Regarding the timeline - well, I'd hate to see what actually happens to those strategic projects post selection? At this pace and with this many chefs in the kitchen - EMH will still be trying to secure funding in 2030 (if KC is still around then and hasn't succumbed to old age).
Holding EMH had never been easy, but it's getting harder by the day, any resemblance of a 'pay day' is being delayed by laterally years (between EU communicated CRMA timeline and CEZ/EMH delays on DFS).
