What's even stranger is there is no need to 'keep the price down'. Normally you'd expect to see some buying at say 15.5 cents (something semi-substantial like $10k) and then a quick sell at 15 cents (1 to 500 shares) but they are doing it even without anyone buying the level above. It's working though as there are reasonable sells into the 15 cent line every now and then.
