I agree. There's no doubt that the capital markets are opening up, albeit just in the mid caps up, but eventually that will trickle down, and projects like this will attract the attention of corporate departments.
In an odd way, I'm actually quite glad that CNQ hasn't fallen over swooning at the first offer made by opportunist/vulture funders like some I have seen. Lets see what happens.
