While there is widespread poverty in India & China, there is also significant wealth, resource and industriousness for these nations to put up a good fight to try & combat a pandemic

On the other hand - poorer Asian nations, such as Cambodia, and poor African nations would need all the help they could get if a worst-case scenario arises.

You would look to target a needy impoverished nation and try and make a 'small' difference (& a 'huge' difference in the eyes of the families you are able to help)
