If that is the case we should be encouraging smoking, lol!
Smokers die, on average 10 years younger than non smokers. I don't deny that this somewhat offsets the greater cost to the health and medical system of smokers.
However saving money is not ultimate the reason to stop people smoking. It is to save lives, and prevent horrible crippling disease. Its a public health initiative, for the greater good of the public at large.
Plain tobacco packaging has got tobacco companies - running scared. For one reason - they know it will work. It will reduce tobacco consumption and reduce their bottom line profit.
