My interaction with ís interpreted as Brett is that he holds his cards close to his chest. The positive is that doesn't disseminate a lot of hope or disinformation. No we know we are in for a bit of 'ring around the rosie'.

I believe the ditty was about the plague.
The ring being redness around the neck (glands-bubose), the flowers for the stink. The last is self-explanatory.
