Lol, you are a flog and a dumb one at that. The highlighted things above can be funded by debt, equity OR cash. So the fact they are mentioned does not mean cash is required to be put aside, nor is it a substitute for a clearly articulated capital allocation strategy.
As I said, this is not just my take either. A lot of smart people saying the same. It's not about spoon feeding flogger, it's about good management and clear direction. And if they articulate one you'll see the share price respond accordingly because people will understand what the plan is.
