Know I am pretty sure that you are well aware that the original plan is NOT the current plan, for a start they moved away from self funding, and most would be well aware as to why.
READ the announcements surrounding the raise: THEY DONOT SAY $500M FOR ALL 4 PROJECTS
What were their original plans for the C&L - You Have No Idea.
Have changes been made - Yes
Do changes cost extra $'s - Yes
You really got to get over your obsessions
Separation of REE's does NOT come cheaply
Lynas are way out in front as ROW leader in the current space, and it looks like they will be in poll position and building this business for years to come.
