As for RER, I know nothing about it,sorry. Congo is a long way away, who knows what is really going on there, SAR is 120k's North East of Kalgoorlie, I can drive out there in 8 hours,Allegedly, no local Political risks involved, no Government or rebels that could suddenly swoop in and confiscate everything or decide to impose a 90% tax or claim 50% ownership, no infrastructure problems, or climate worries, eg: Flooding, staff strikes etc. On the other hand who knows what they might find in the Congo, might end up being the greatest thing since sliced bread, history though would indicate the odds are against you,So...no help here, over to you, its your money. And since I am in SAR I am completely biased of course.
