That was probably a more strategic play to change the plant position (for what ever reason) I reckon but who knows. Ol mate wants his 25 mil shares so this will happen. That original deal was between RB metals and Norton? So really if the deal is dodgy I am sure this would of gone through the diligence filter. Its seems pretty fundamental to make sure this agreement is still valid. I'm sure GR would have checked it out at least.
Remember the ex managing director of Carbine is the one getting the benefit from this deal coming off as he is one that had the original deal with Norton.
I think its slow because as no one is selling. There needs to be a pump which will only get momentum on good news.
