I know who you are talking about Harls and the reason for that person not having that money to be able to pay the tax man was because he/she did't have a stop loss in place to protect that hard earned money(profit).
Something that many others need to take notice of and learn from.
When you have a massive profit ALWAYS have a stop loss in place so that if an unlikely scenario pops out from no-where your capital and hard earned is saved.
That is the only insurance that you will ever get in the stock market.
Other than that, it is just a gamble that ones money will return some day.
Maybe it will, maybe it won't.
