Not quite sure I get your story, if he got caught and has been holding for two years what tax does he need to pay? Surely if he holds and does not trade it would not constitute a cgt event? Unless you are talking about dividend re-investment plans or re-investing the dividends?
You don't have to pay tax on paper gains? So if he just held and watched his profits dissapear why would he have two years of tax built up?
