Just a note on semantics. Every reference to today's announcement has used the term "provisional approval". Media floats between conditional and provisional and sometimes, provisional actually means a time frame. Not saying this is the case here but the headline "provisional" has been always referred to in the SLA. The inference to me is that it is a go ahead do the deal closely followed by China Development Bank funding. They are closely related. So I am not worried about the term provisional in itself only if there are new conditions imposed. And there is no hint of that yet.
