Remember the NDRC is only due to give the provisional approval..not final approval..
The final knod will come later. And Given it is only provisional approval i would say they would be setting out some conditions for hanlong to meet before they give final approval...there is no surprises there..Conditions such as funding which will be met before deal goes through...
