NWE is a desperate company. It's an exercise of self-deception to think otherwise.
Regardless of potential etc etc they don't have much cash and not much of a market cap to raise further cash
That means there will be lots of dilution. That's why the market has sold NWE down to where it is. Not because it lacks potential, but because it lacks options to monetise them in a way which will give investors a decent enough return for the risk.
