Disagree. The bond is not fairly standard fare. It was only added after the TOL approved but not issued saga and the subsequent review. Considering the severe financial stress Lynas endured for many years, I would consider a US$50m bond onerous.
What do you value the cost of building a PDF and ongoing monitoring? North of US$100m easily.
All depends on how the new minister wants to handle the issue. Doubt she will allow this issue to drag on much longer unresolved.
