Nope not tricky at all. Asian Rare Earth did not recycle their waste, didnt even store it properly. They simply dumped it all over Bukit Merah. The feed stock was sourced from tin mine tailings which resulted in waste that had a high thorium content 360000ppm. Lynas WLP residue containes 1000ppm thorium and is considered very low level naturally occurring radioactive material (NORM) by the IAEA.
Lynas has already proven the residue can be recycled and are simply awaiting DOE approval to begin commercial sales.

Lynas do not need DOE approval to dispose of any radioactive waste. DOE have nothing to do with radiation. That would be the AELB dude. The Lamp produces a by-product which they have turned into condisoil and are currently awaiting approval from Malaysian DOE to begin commercial sale.
