I know from experience how these work.
The options are only triggered if the share price reaches 10c.
If SP is 9c, zero value.
If SP is 12c, then executives get 68M x 2c value = 1.36M FREE MONEY.
That is part 1 of exec bonuses.
Part2 is performance right plan. These trigger in Jan21 and are far more lucrative.
These are based on an index TSR of how FAR compares to a basket of companies and it's relative performance. Les than 50% is zero and more than 50% is a scale of how many of 21M SHARES (not options) than management will receive.

Point being, yes you can buy options on market, but this is a free kick as part of their remuneration package to incentivise SP performance and, from experience, something that executives will have one eye on to pay off the mortgage.
