At the time of decommissioning, I went back through all the previous announcements to see where CWE had stated CETO 5 was a 12 month only commissioning.

I also found MO comment that the decommissioning was not a market sensitive activity. Interesting how every othe CETO 5 activity was seen as market sensitive
