Sure is yes.
If you want to be certain as to whether other apps were using data at the time, go to settings>data usage (again, assuming a recent'ish android release running stock or similar) there you will get a breakdown of each app and its usage.
You can pay attention to the balances before a call, try it out and see what has changed.
There are other apps that can make this process a bit easier if you want more granular control.
