yes they are fully aware. I know they were in Asia several weeks ago to meet with companies and regulators. They also issued an analyst briefing from HK (so you can see it is public knowledge they were here) while they were here.
The ISX platform with Yeepay requires ID checking through a police system (automated), so the regulators would prefer this than anonymous activities across the border.
