Comparing the LD maps from todays ann. with the Mar 13 2007 update, it doesn't look like there is any change to the Exclusion Zones.
That aspect was one that I did think might have caused problems.
If that's not significant in the negotiations, then it might just come down to good old cash.
Pilot program ready to move soon sounds good too.
