    who said anything about a competing offer AO? Todd are offerring $$$ for PIOP bc they have the rail solution to boot to actually turn a dollar on this.. thats an offer no matter what anyone thinks of it..

    signing an MOU without $$$ attached is worthless.. its not an offer
