With Todd now owning somewhere in the vicinity of 50% you would presume they would not use the old FMS strategy whiteboard headlined by the question - "how do we pay for the next 6 months Iced Vo-Vos" so imagine any type of capital raising would be to progress this Company not to fritter away on admin.
Agree they are probably ok with taking a large SH (OCJ) with them however would not want to take the rest of us rabble.
Presume also they have some idea of where finance will come from for this project, perhaps initially a Con Note to someone like Shandong or perhaps there is this oft talked of 3rd party that wants to do a deal??
Either way, makes sense for them to work out a way to at least get them closer to 80% asap.
