IMHO : JIN has now been in the US for more than three years attending and sponsoring all the Smart Tech conferences and lobbying all the state lottery operators.
Their commitment to the US market came well before the DOJ interpretation change of the wire act and it was also a time when many of the US states were in financial trouble and were looking for ways to raise additional revenue - it is my understanding that JIN had been negotiating with a number of state operators, of which New York was one, in anticipation of a change in Govt ruling towards online gambling.
I may be wrong but my feeling is that the NY JV is the toe in the water/ice breaker and that there is more to come in the not to distant future !!
