Dammipi Noupokou
The latest government reshuffle on Sept. 17 saw Dammipi Noupokou regain his portfolio as mines and energy minister, a post he left in August, 2012 to become transportation minister. But he quickly returned to the mines ministry in January of this year when his successor, Bagbiegue Tahirou, was fired and he took over in an acting capacity. An electromechanical engineer with a degree from the Ecole Superieure Interafricaine de l’Electricite (ESIE) at Bingerville near Abidjan in Ivory Coast, Noupokou will find himself handling a delicate task - which calls for much transparency - of restructuring the Societe Nouvelle des Phosphates du Togo (SNPT) and privatizing the country’s carbonated phosphates.
Another priority for Noupokou will be to find a new investor to develop the Bandjeli iron ore deposit. It is currently owned by MM Mining Ltd but Lome accuses it of failing to meet its commitments. Close to President Faure Gnassingbe, Noupokou has headed the mines and energy department more or less continuously ever since he joined the government in 2007.
