It looks like we are getting close to a decision. Also says that they are not necessarily going out to one company.

    Phosphates: 100% transparent process

    Fri, 1 March 2013 10:09:49 0000
Vital sector of the economy, the phosphate industry, after the dark years, began its revival. 3 years ago, a strategic plan was implemented. It includes several stages, the rehabilitation of equipment, modernization to increase the production and launch of carbonate and phosphate mining construction of a manufacturing plant fertilizer.

Regarding the rehabilitation and modernization of the work is complete, accurate Noukopou Dammipi (photo), the Acting Minister of Mines *. Which helped move 600,000 tons to more than a million in late 2012 with a projected 1.5 million in 2013. To achieve this, the SNTP (Société nouvelle phosphate from Togo) has committed to equity, 55 billion CFA francs.

Meanwhile, the authorities have improved their relations with local residents after years of tension.

Finally, in the following interview, the Minister denied rumors that the Togolese phosphate would be sold off and the licensing process for phosphate carbonate flawed.

Republicoftogo.com: What time do you give yourself to start production of phosphate carbonate?

Dammipi Noupokou: We are looking for partners for phosphate and carbonate to build a fertilizer plant. At this stage, this is the stage of tendering process and consultation. On January 17, the shortlisted candidates during the call for expressions of interest a year ago, submitted their bids. We are in the process of evaluation and the process is normal.

Republicoftogo.com: It has been reported here and there in the press articles challenging the licensing mechanism for phosphate carbonation ty

Dammipi Noupokou: The process is completely transparent. 17 bids were received and the committee has selected 5 analysis for the rest of the process was to write the DCE (Consultation Paper companies) only 3 candidates then filed their case.

These companies will submit their final offers that allow the government to choose the partner for phosphate mining and the construction of the acid plant and fertilizer.

Options are open. Togo has 2 billion tons of phosphate reserves carbonate.

We are not obliged to give 2 billion tonnes at a single company. Similarly, a company can obtain the concession for phosphate and another for the plant.

It is based on discussions and proposals that the decision will be to combine or split partnerships. Options remain open.

By mid-April 2013, we can rely on 3 companies DCE end.

For a project that is about 2 to 3 billion dollars, you can imagine that all legal mechanisms have been provided.

Republicoftogo.com: Rumors also circulated accusing Togo phosphate selling at bargain prices

Dammipi Noupokou: Nothing is cheap. We do not sell at $ 80, but between 130 and $ 140 depending on the variations of the global market.

The Ministry of Mines and Energy and categorically denies firmly the information tending to suggest that the phosphate would be pre-sold at $ 80 per tonne to a subcontractor.

We have contracts with international customers and contracts, usually 5 or 6 months, are reviewed at each loading.

We periodically review the selling price and any benefits from a customer I do not know what system of pre-sales for 5 years.

Republicoftogo.com: The EITI Report 2011 devotes advanced Togo Transparency

Dammipi Noupokou: Yes, and it is found that the progress is obvious. Moreover, it should be noted that it is the government that initiated the process of transparency it provides 50% of funding. It is the willingness of the authorities to have a perfect area in accordance with the requirements of the Initiative for transparency in the extractive industries.

    * Noukopou Dammipi is also Minister of Transport
