It obviously relates to WA Scott. However, there is definitely a connection with this legislation with the push for the voice insofar as it is an indication of the definite overarching results of a Yes vote for the "Voice".

The "Voice" would further embolden the bureaucratic leaders of 2.5% of the population to seek far reaching potential recompense from 97.5% of all other Australians (including migrants) for effectively developing a modern egalitarian society based on excellent laws and a thriving economy from which they already benefit handsomely.
Furthermore, as has been said many times before, it is guaranteed that if the voice is successful at the referendum, the extra taxpayers funds in excess of the $30billion annually expended on indigenous affairs will not have any significant benefit for those Aborigines who most need the support which the $30b has been supposed to be helping already.
In other words: An expansion of Canberra and city based bureaucratic leeches!
