They must have the elections before 17 Sept. when the haj begins. After that they have different problems in October haj, November classes used, December floods, January floods, February Chinese new year. So the earliest is March 2013.
So if they are not announcing it by the end of August, they must defer it to March and TOL can be given in Sept 1st.
