I must congratulate you for this very nice detective work and I am very hopeful that your analysis is correct since I still have over 100K in LYC.
Your analysis however has a small inconsistency. The letter to the residents which cites Ongkili giving AELB the 31/5 deadline is DATEd 15/5 whereas the AELB statement that they are waiting to the minister decision is DATED much BEFORE 15/5. That means that when the AELB statement was issued the minister still did not have their report because unless he is lying (quite possible) he did not have their report even much AFTER the AELB statement. This puts a big question mark w/respect to AELB statement. It means that they were not truthful when they stated that they finished their report and are waiting to the Minister decision.
So, who is lying now? AELB or Ongkili or both?
