If I was the village idiot,and believed in two headed chooks,I would be voting against the Gov.whether the TOL was issued or not.
If anything,by delaying a decision till after the election,would tip many fence sitters to confirm that the Gov. was sneaky,and gutless.
All the SMSL followers likewise are going to vote against the Gov..regardless of TOL.
So Najib has no guarantee that the TOL will add or lose voters.
If the opposition wins,and Anwar gets in,then the TOL delay is a gift for him..ie he doesnt need to close LAMP down just hold off on TOL till LYC ruined.

If TOL already issued..and Anwar carries through his threat..it will cost Malaysia billions..(UMNO would love that as revenge)not just in litigation by LYC ,but the backlash from the International community (IAEA,Siemans,BASF,Japan,)Academics,Scientists,the Employees,contractors and associated businesses (2 chemical companies would also become white elephants ).
University programs on REE,s would be scrapped,and thats just a few examples.
Let alone the credability loss of the AELB..where whims trump science.

So politically holding off TOL strategically would be a disaster.
