Nobody has to be lying. There is nothing in either piece of news that contradicts the other.
AELB are waiting for the minister - so must have submitted their response, as instructed. They could have done this on any date since being instructed sometime after the hearing up until the date earlier this week when they said they were now waiting for the minister to dismiss the appeal and give them the go ahead to issue TOL.
The 15th has no significance other than it is that date a letter was sent by the minister to the residents legal representatives. All that letter said was that the AELB had been instructed to submit a response by a Deadline of 31st May (not ON the 31st May)
