But it's worth noting where the HPA licences are.
Within 50 km of Ballarat. One between Ballarat and Melbourne.
In Victoria.
The major, or second major, Greenist, anti-mining state in the country.
That's not to say opencut kaolin mines in those licences might not eventuate. Eventually. But expect a lot of opposition, delays and expenses.
"Previous drilling outlined extensive high grade kaolin deposits in the 80's and 90's" - more than 20-30 years ago.
One of the reasons they weren't developed more than 20-30 years ago will be . . . Victoria.
