Although I only know about RAU from what I read in their press releases, I like to speculate that maybe Mr Tan was given a placement at a low price (4.5c) in exchange of him getting a major interest on the market so that the price of RAU would climb sharply.

RAU needs lots of money to drill more and to develop mines. They need the share price to go past 20 c or so to make decent placements over the next few months.
