As a subscriber to the particular publication in question, i can at least confirm what Gregnz has posted.
The article is about 6 pages, the gist of which is that PRR is 13 years into a 15 year journey to approval, draws a direct link to Dendreons success and talks about a possible $4 share price if everything goes smoothly.
My own experience with the tip sheet is that any new buy recommendation is usually well bid up over the next few days. The author has a fairly loyal and enthusiastic following. He has put a "buy up to price" of 16 cents.
