i think the 0.27 is over the whole resource.
so couple things to consider, and we would need to have the DFS completed on the inclusion of vanadium to answer.
1) ease of concentrate, (we often see that with magnetite mines that beneficate to produce a higher grade product)
"In the initial testing, vanadium was readily upgraded through a standard flotation of graphite tailings to produce vanadium concentrate with grades up to 0.74% V2O5.
A zinc concentrate assaying 7% was also produced from the graphite tail through simple flotation process."
2) high grade zones?, as this 0.27 is over the entire mega resource.
there are some high grade graphite areas as well.
i just googled a quick search, and came to see this old link from AVL on comparison of australian vanadium deposits.

Some of these others are building a pig iron deposit, to extract the iron and keep the vanadium, or / titianium vanadium credit. Noting some of those operations are hugely expensive on capex.
In our case, Its graphite, and vanadium/ zinc.
SO, how simple the concentrate process? thats the key.
