Currently Aboriginals make up 3.2% of the Australian population. 32% of whom are currently in prison. 81 or 82% of Aboriginal children don't live at home with their parents because mum is a drunk and/or a junkie and dad is in prison.
There are 2 ATSI people in the house of representatives out of 151 seats. There are 4 ATSI senators out of 76 seats.
Given the low % of the population is ATSI, I don't see how a change to the consitution is reflective of the wider community. Although the social situation for ATSI people is frankly terrible, I don't see how a change to the constitution will change their (IMO self inflicted) situation.
