The state governments have the responsibility. NSW inflated the price for selling the poles and wires at an inflated price and established a high grid connection price. Vic and SA just neglected to have any forward thinking and let their systems fall into disrepair. Now all three states expect consumers and the Federal government to take the blame and involve the "Global warming" as the excuse.
