If it is maybe it is because businesses are no longer increasing full time employment as the costs are too high and elect to go with casual and part times workers that can be easily dismissed.
As I have posted before, the first 'workchoices' was a disaster, the second 'workchoices' gave the individual employee everything they wanted, and then came along FWA and the new system which has taken away all individual choice and increased union power.
