The figure per person would include much more than pensions including Newstart, health and education spending.
It would include such items as diesel fuel rebate for farmers, and drought assistance, I would expect.
It would also include NG I expect to reduce personal income taxes also.

But I expect the right wing consensus would be that all the government spends money on is welfare recipients.
