    Well this won't be the first work for the dole scheme in Australia.
    Analysis of past schemes has shown that in areas of above average unemployment those who take part in WFTD schemes are significantly less likely to move from benefits to paid work in the short to medium term to non=participants.
    Perhaps the higher payment above the level of the dole has something to do with that.
    They usually put it down to stigma or spending less time looking for paid employment whilst working for the dole.
    Anyway there will be extra work for the contractors running the schemes and no doubt some participants will gain some benefit in the long term.
    The work scheme of last resort for when the economy isn't growing strongly enough to maintain employment.
