He's not responsible for it. It's absurd to say he is.
But there are other problems where he is culpable, including mismanagement of Murray Darling basin plan, letting Chinese interests buy massive amount of water rights, inaction on climate change, ignoring the bushfires for months, widespread corruption by his ministers and much more. Hell, we have Chinese owned irrigators stockpiling water for their cotton farms in dams the tax payer paid for, even as the river is drying up.
