True enough.
But prior to that is the confirmation of technology and process, and the ability to control the reaction without falling foul of the conditions as laid down by the terms of the approval.
As to how the product will be used once produced is somewhat immaterial at this stage, and is largely a sideshow.
Get the process underway, proven, verifiable and controllable, then optimise return.
