Bolt was being unreasonable, pushing a vague point about how "it shouldn't have come to this" and he was talking about a report from an independent body, not a government report.
I don't think Windsor had an answer but who would? Windsor should have exited gracefully.
Bit dissapointed in Bolt, must be catching something from the *** he's working with.
